BlackRock’s Machine-Native Economy: AI Agents Will Buy Compute With Stablecoins
The world’s largest asset manager put “AI agents paying for compute with stablecoins” into formal research, while x402 and Arc, the two machine-payment rails, heat up in parallel. AI x crypto moves from narrative to infrastructure.
The biggest variable in AI x crypto this week came from an asset manager, not a project. BlackRock’s digital assets research team released “The Machine-Native Economy,” calling AI “machine-native intelligence” and digital assets “machine-native money.” The core claim: autonomous agents will increasingly pay for compute, data and APIs in stablecoins, because card networks and ACH, with their onboarding requirements and fee structures, are ill-suited to small, high-frequency machine payments.
The paper brought no new products or capital commitments, yet it lifted “AI agents as a new source of stablecoin demand” from fringe narrative to the starting point of institutional consensus. Two machine-payment rails heated up alongside it: Circle’s Arc mainnet uses USDC as native gas, with BlackRock, DTCC, Standard Chartered and Visa among its founding validators; x402, the open machine-to-machine payment standard, welcomed Block with Bitcoin Lightning this week, while Solana processed 23.2 million x402 transactions in the four weeks from Aug 22 to Sep 19, about 76% of the network total.
On the regulatory side, personnel and institutional adjustments unfolded. Hester Peirce, SEC commissioner and founder of the Crypto Task Force, announced her departure effective Oct 2, leaving the commission with just two members and the industry losing a consistent voice writing formal dissents on enforcement actions. The same day, the SEC issued new FAQ guidance on token marketing, staking and promoter status. In Europe, the Eurosystem launched Pontes, bringing wholesale settlement of tokenized securities into central-bank money, and the ECB is preparing to test tokenized securities with its own funds.
1. This Week’s Top 3
1. BlackRock’s “Machine-Native Economy”: compute becomes a tokenizable asset. The paper maps three convergence lines, stablecoin settlement, AI agents trading tokenized assets directly via smart contracts, and the financialization of compute, and estimates the three hyperscalers’ combined revenue near $1.1 trillion by 2030. Standardized compute contracts could be tokenized, pledged as collateral, and eventually traded as compute futures. The next RWA class may not be Treasuries, but GPUs.
2. x402 and Arc: both machine-payment rails expand at once. Block joined the x402 Foundation and added Bitcoin Lightning, while Solana dominates with 76% of transaction share. Circle’s Arc, with USDC as native gas, turns the stablecoin issuer itself into a settlement layer. Ondo’s on-chain portfolio tokens built on BlackRock strategies went live, with ONDO up about 30% in a day.
3. US regulatory personnel and European central-bank money. Peirce’s exit puts the SEC in a rare two-commissioner state, and the Crypto Task Force loses its founder. Eurosystem’s Pontes lets tokenized securities settle wholesale in central-bank money for the first time. The same day, the SEC released new crypto FAQ guidance, spelling out marketing, staking and promoter boundaries more precisely.
2. Trend Observations
Stringing this week’s events together reveals three common threads. First, the narrative of AI agents as independent economic actors now carries top-tier backing. Stablecoins shift from human cross-border and speculation tools toward a low-value, high-frequency machine payment layer, and the USDC-versus-USDT battleground moves from remittance and DeFi to AI infrastructure. Second, the settlement-competition shape is set: x402 takes an open-standard, inclusive route, while Arc takes a regulated stablecoin-native-gas institutional route, and both concede that machine payments need programmable money. Third, regulatory focus shifts from crypto-asset classification toward machine-economy supporting infrastructure, with the US tightening on personnel while Europe builds a compliant wholesale settlement base on central-bank money.
3. What to Watch Next Week
Peirce steps down on Oct 2. Watch whether the White House nominates a successor at the last minute and how the Crypto Task Force continues under a two-member commission. The rollout of Circle’s Arc mainnet and BlackRock’s compute tokenization is worth tracking. The real machine-to-machine volume after x402 integrates Lightning, and capital inflows into Ondo’s tokenized portfolios, are the key gauges of whether the machine economy has genuine demand.
