NYSE Parent ICE Takes Stake in Trade.XYZ to Bring Hyperliquid RWA Perps Into US Regulated Markets
Intercontinental Exchange (ICE), the parent of the New York Stock Exchange, announced late on October 29 that it had signed a commercial agreement with onchain derivatives underwriting platform Trade.XYZ: ICE will serve as the exclusive operator of the regulated marketplace and bring tokenized RWA perpetual contracts built on the Hyperliquid network (covering equities, indices, commodities and FX) under the US regulatory umbrella, while taking a strategic minority stake in Trade.XYZ. ICE Chairman and CEO Jeffrey Sprecher revealed that management had held several rounds of commercial talks with Hyperliquid as early as May, describing the move as a “complement” to traditional futures products rather than a replacement. The news lifted HYPE from around $79.30 to an intraday peak of $87.303, a gain of roughly 10.1%, while bitcoin and ether pulled back about 1.5%, underscoring the standalone nature of the rally.
- Unlike ICE’s legacy business (more than 99% institutional clients), the new franchise explicitly targets US retail traders, with pre-trade KYC/AML checks, orders routed through US-registered futures commission merchants (FCMs), and a dedicated clearing framework
- ICE’s pending regulatory licenses cover leveraged matching, and distribution will be expanded via its joint venture with OKX (whose US broker-dealer and FCM applications are in substantive regulatory review)
- Onchain data: HYPE perpetual volume in the 15 minutes before the announcement jumped to 146x the prior window; 12 large accounts built $37.36M in positions within half an hour, with a 3.64x long/short ratio and $21.27M net long exposure; HYPE perp open interest stood at roughly $1.873B
- The launch still awaits regulatory approval with no confirmed timeline; $88 is the key resistance, with a breakout targeting the October 5 high of $95.34
Market impact
A legacy exchange giant enters onchain derivatives as exclusive operator with a minority stake, charting a path for RWA perps into US regulated markets
Structural signal
ICE’s JV with OKX and FCM routing show onchain liquidity is being wired into traditional clearing and brokerage infrastructure
Price validation
HYPE rose independently of the tape while whales built consistent net-long positions, pricing the deal as material

Bessent at Swell: Stablecoins Are a New Pillar of Dollar Power and a New Buyer of Treasuries
US Treasury Secretary Scott Bessent appeared at Ripple’s Swell conference in New York on October 27, sharing the stage with Ripple CEO Brad Garlinghouse and elevating crypto to a matter of geopolitical strategy. Bessent made three core points: first, the power base of reserve currencies is shifting from military might to technology — “we’ll keep our military umbrella, but increasingly it becomes a technological umbrella” — with crypto, AI and semiconductors forming America’s technological foundation; second, more than 90% (CoinGecko puts it near 98%) of stablecoins are dollar-denominated, offering high-inflation emerging markets a dollar channel that bypasses the traditional banking system; third, under the GENIUS Act’s reserve requirements, every stablecoin minted corresponds to demand for US Treasuries — stablecoin issuers are becoming a significant funding source for the US Treasury, with his earlier estimate of up to $2 trillion in short-term Treasury demand from stablecoin reserves. On the CLARITY Act, which failed 49-50 on September 15, Bessent was blunt: Treasury will use its “convening power” to push the SEC and CFTC to close regulatory gaps through regulation rather than legislation.
- Bessent likened the GENIUS Act to the National Currency Act signed by Lincoln in 1863; the OCC finalized its implementing rule on October 21, effective January 18, 2027, with reserves required to be held in T-bills maturing within 93 days
- The stablecoin market stands at roughly $300B, with USDT+USDC around 90%; the two issuers hold about $170-220B in Treasuries and related assets; in 2024 stablecoin issuers bought about $40B of short-dated bills, on par with sovereign buyers like Japan and Singapore
- Standard Chartered forecasts a $2T stablecoin market by 2028, implying roughly $1T of incremental short-term Treasury demand; Bessent doubled long-dated Treasury buybacks in August — a “Treasury Twist” — closing the loop with stablecoin demand at the front end
- SEC Chair Paul Atkins has publicly cautioned that agency rules can be unwound by the next administration — “legislation is still needed for rules a future regulator cannot undo” — the durability gap between rules and law being a risk markets have not priced in
Policy shift
The US Treasury now frames stablecoins as a pipeline for dollar penetration and a source of sovereign debt financing, actively pushing regulatory fill-in
Demand logic
1:1 reserves plus front-end Treasury allocations turn stablecoin growth directly into Treasury bids, with the short end first in line
Durability risk
With CLARITY stalled in Congress, the administrative-rule path lacks stability; GENIUS is now the only hard-statute anchor

Circle Asks SEC to Treat GENIUS-Compliant Stablecoins as Cash and Cut Broker Haircut to Zero
Circle publicly disclosed on October 28 its October 20 comment letter to the SEC on the proposed Regulation Crypto Assets, a package of “cash-equivalence” asks: payment stablecoins compliant with the GENIUS Act should be treated as cash, valued at their dollar face amount, and made eligible for customer reserve accounts. The most attention-grabbing item targets capital treatment — SEC Trading and Markets staff, in a February 19, 2026 no-objection position, allows broker-dealers to apply a 2% haircut to qualifying stablecoin holdings in net capital (a $1B compliant position would be discounted by $20M). Circle argues that, subject to objective safeguards, the haircut should be reduced to zero, on the grounds that the GENIUS Act’s reserve, redemption, liquidity and consumer-protection standards justify capital treatment more favorable than other digital assets receive.
- Three-pronged asks: ① under proposed Rule 302(b), compliant stablecoins count as “cash,” letting issuers receiving them use the same procedures as conventional cash; ② a 1:1 redeemable dollar stablecoin is valued at its dollar amount, not appraised as noncash consideration simply because payment occurs onchain; ③ under Rule 15c3-3, compliant stablecoins could satisfy part of customer reserve requirements
- Circle also asks the SEC to clarify that operating technical services after network launch, including maintaining a known validator set, does not constitute “key management efforts,” and to establish a safe harbor for technical roadmaps
- Circle stresses the companion reforms should be coordinated with, not inferred from, Regulation Crypto Assets — net capital and customer reserves are separate regulatory domains
- Status: the 2% rate stems from nonbinding SEC staff guidance, not a Commission rule; zero haircut requires separate SEC acceptance; Regulation Crypto Assets remains in proposal stage with $5M/4yr and $75M/12-month exemption channels
Compliance evolution
Stablecoins are migrating from “crypto asset” toward “cash equivalent,” with the GENIUS framework as the basis of the claim
Capital effect
A zero haircut would free $20M of net capital on a $1B compliant position, materially boosting broker appetite for USDC
Market structure
Accepting digital dollars in customer reserve accounts would open balance-sheet-scale institutional demand for stablecoins

Ondo Deploys Seven Intelligent Portfolios to Solana, Wrapping BlackRock Strategies Into One-Token Baskets
Ondo Finance announced on October 29 that it had expanded Ondo Intelligent Portfolios to Solana. The seven portfolios span income, growth and thematic strategies: three income portfolios (one based on a BlackRock strategy), two growth portfolios (both based on BlackRock strategies) and two thematic portfolios (Magnificent 7 with crypto, and AI leaders). Each portfolio is presented as a single transferable token holding a basket of Ondo Stocks tokenized equities and ETFs, with public holdings, allocations and fees encoded in smart contracts and rebalancing on a preset schedule; tokens can be transferred 24/7 and used in Solana DeFi applications. Ondo said the Ethereum and BNB Chain versions surpassed $45M in combined TVL within their first few weeks, more than double the $20M reported on October 20; its tokenized assets on Solana now exceed $500M in TVL, with more than 1.6 million addresses holding tokenized stocks.
- BlackRock’s role is limited to supplying nondiscretionary model allocations — it does not manage, sponsor, distribute or exercise discretion over the products, and a conflict is disclosed because BlackRock affiliates manage underlying funds; Ondo operates the products
- Geographic eligibility is unchanged: eligible investors outside the United States only, with additional restrictions in the UK, Switzerland, Singapore and the EEA; products are not registered under the US Securities Act of 1933
- Launch partners include wallets and applications such as Titan, 1inch, LI.FI and Jumper; Ondo has not disclosed portfolio constituents, fees, Solana mint addresses or rebalance frequency
- Following the October 3 lineup of seven portfolios (Ethereum + BNB), this is another full migration; Ondo says the line has become the largest onchain portfolio product and plans to keep expanding it
Product paradigm
From single-asset tokenization to “one token, one portfolio” structured products, with onchain rebalancing lowering multi-asset management barriers
Distribution effect
Solana’s 1.6M+ tokenized-stock holders and highly active users give portfolios composable DeFi surfaces
Giant synergy
The BlackRock model-strategy plus Ondo operations split validates an asset-light “strategy licensing + onchain packaging” expansion path
