BNY and Citadel Complete First Tokenized Treasury Triparty Repo, Compressing T+1 to Minutes
BNY Mellon announced a triparty repo transaction backed by a tokenized U.S. Treasury with market maker Citadel Securities — the first use of a tokenized asset on a major triparty repo platform. Citadel bought a two-year Treasury via Tradeweb, BNY recorded a tokenized representation on its private digital ledger and settled in minutes instead of the standard T+1 cycle, then the tokenized bond moved seamlessly into an overnight triparty repo as collateral for cash from BNY.
- Trade execution, settlement and financing now flow through one digital workflow — tokenization moves beyond issuance and holding
- BNY plans to add digital cash and tokenized deposit capabilities, and to extend settlement platform hours to European and Asian sessions next year
- Onchain circulating RWA stands near $39.1B as of mid-October, with tokenized Treasuries alone at about $14.9B
- The trade runs on a permissioned private ledger, not an ERC-20 token on a public chain — a clear distinction from DeFi lending
Capital Efficiency
Minute-level collateral mobility with instant rehypothecation shortens idle time and lifts turnover
Signal
A custody giant and a top market maker validate tokenized Treasuries inside mainstream funding workflows
Open Questions
Cash leg still runs on traditional hours; no 24/7 loop until digital cash lands; size and rollout undisclosed

Chainalysis: Foreign Buyers Dominate the $15.4B Tokenized Treasury Market, Up 125% in 12 Months
Chainalysis’s latest North America report shows tokenized U.S. Treasuries expanded from $6.86B to $15.42B over the past 12 months, up 125%. Non-U.S. investors are the main driver: Italy leads geolocated value at 29.9%, followed by Portugal at 18.8% and Singapore at 18.2%, while the U.S. itself ranks fourth at just 10.5%. Tokenized Treasuries represent 42.8% of all onchain RWA value, as global demand for dollar assets concentrates through on-chain channels.
- Japan accounts for 16.4% of individual holders but only 0.4% of tokenized value — broad retail participation with small ticket sizes
- Tokenized products remove the need for a U.S. brokerage account and lower minimums, letting European and Asian retail buy wholesale debt directly
- Treasury lending fell 23% over the period, the only RWA lending category to contract — buyers hold rather than farm DeFi
- U.S. dollar stablecoins represent 99.1% of order book volume; USDC circulation reached $73.3B, up 19% YoY
Capital Flows
Foreign buyers bypass local sovereign debt for dollar assets, creating structural outflows
Demand Profile
Hold-first, limited DeFi usage — yield and stability drive purchases
Regulatory Race
Sluggish EU/Canada stablecoin frameworks leave local rivals unable to compete

Former FTX Europe Chief Files for SEC Innovation Exemption as Perpetuals Becomes Second Tokenized Stock Venue
Nasdaq-listed Perpetuals.com (PDC) announced on October 14 that it plans to offer tokenized U.S. equities under the SEC’s new five-year Innovation Exemption, becoming the second applicant after OKXICE (the OKX and ICE joint venture). Trading would be run by Delaware subsidiary Kephas Corporation via permissioned automated market maker (AMM) pools on its own Ethereum-compatible chain, Kronos X Public, pairing tokenized stocks against the USDC stablecoin. Trading could start as early as mid-November.
- CEO Patrick Gruhn previously ran FTX Europe; his team built some of the first regulator-approved stock tokens in 2021
- The SEC requires tokens to carry the same rights as ordinary shares, including dividends and voting, with a 30-day issuer objection window and public auditable pools
- Volume caps: 75 symbols and 0.25% of daily volume for Tier 1; 250 symbols and 2.5% for Tier 2
- The firm reported $65.2M in total assets and a $17.6M net loss; it previously signed a deal to tokenize over $300M of physical commodities
Shifting Landscape
Exchange groups, crypto exchanges and fintech platforms now compete in the same TSV lane
Market Structure
AMM pools differ sharply from order books — pool depth dictates thin-market liquidity
Compliance Lines
Same-rights verification, halt synchronization, volume caps and the 30-day objection window are hard constraints

Stellar Goes Live with Chainlink Oracles, Unlocking $3.5B of Tokenized RWA for DeFi
Chainlink Data Feeds and Data Streams went live on the Stellar mainnet, with the Stellar Development Foundation covering all oracle operating costs under the Chainlink Scale program. Soroban smart contracts were previously cut off from the outside world: the $3.54B of tokenized RWA parked on the network could only sit as passive digital warehouse receipts, because real-time asset values could not be verified — and therefore could not back DeFi lending. With oracles in place, lending can recompute collateral ratios per second, safely liquidate large positions, and open the door to prediction markets and perpetuals on tokenized stocks.
- Stellar ranks fourth globally in RWA volume behind Ethereum, BNB Chain and Solana; holdings are dominated by European funds (Spiko/Amundi) and U.S. Treasury products (Ondo/Franklin Templeton)
- RWA transfers on Stellar grew 25% over the past month while stablecoin capitalization rose 10%
- Infrastructure liquidity comes from Circle’s USDC and Figure’s SEC-registered YLDS
- The subsidized integration is a preemptive bid to wrest structured DeFi primacy from Ethereum and Solana
Asset Activation
Billions in compliant assets upgrade from digital receipts to programmable working capital
Ecosystem Race
Oracle costs shift to the foundation, lowering the entry bar for developers
Use Cases
Automated lending, onchain collateral and tokenized-stock derivatives become feasible

Ripple Teams Up with DriveWealth and Meritz, Extending Stablecoin Settlement into Korea
Ripple announced two securities-market partnerships on October 14. DriveWealth, the brokerage infrastructure serving 100+ partners, will integrate Ripple’s RLUSD stablecoin on the XRP Ledger for European settlement, with a potential U.S. expansion. Meritz Securities becomes Ripple’s first South Korean securities partner, testing Ripple Custody and tokenization tools. DriveWealth already offers 24/5 U.S. equity trading; the cross-border funding gap left by bank operating hours is now filled by near-real-time stablecoin deposits.
- Meritz is Ripple’s fourth institutional partner in Korea this year, after Kyobo Life (tokenized government-bond settlement), Kbank and Jeonbuk Bank
- Korea’s FSC tokenized-securities framework phase one takes effect February 4, 2027, covering institutional bonds, money market funds and select fractional securities
- Ripple Prime’s Delta One business will explore equity and derivatives financing with DriveWealth
- Stablecoin cross-border settlement sharply cuts idle capital, matching 24/5 trading capacity
Settlement Efficiency
Instant stablecoin funding bridges bank time zones, compressing cross-border waits
Korea Position
Brokerage channel pre-positions Ripple ahead of the 2027 tokenized-securities regime
Infrastructure
Custody, tokenization and stablecoins run in parallel into the traditional securities ecosystem
